okay, strange topic name, i know. I have seen a few ppl in game with this issue, so i thought id explain it out.

this problem happens mostly to people in Canada and has to do with vista's keyboard settings.

what happens when you choose Canada as your country is that it installs two keyboard default layouts. one for French and one for English. and some of GW's shortcuts (ctrl+shift i THINK, don't quote me) changes the keyboard layout as its a vista shortcut as well.

so, how do we fix this?

easy.

(i have my control panel on classic mode, so it might be different for you.)

open the control panel.

open the "regional and language options" control panel item.

click the third tab "keyboards and languages"

click "change keyboards"

a new window will pop up. in here you want to set English to default, and delete the French keyboard setting.

hit OK or apply and close the window. close off all the stuff i said to open in the above steps.

do a system restart (full reboot. don't just log off log on or hibernate/sleep)

it should be gone, and never return.
